Abstract | This study investigates the impact of social and geological hazards on cost overruns and delays in road construction projects in Jordan. It highlights how these risks increase costs and extend project timelines, significantly affecting efficiency and economic viability. The problem centers on challenges such as community resistance, stakeholder involvement, unforeseen soil conditions, and terrain instability, which collectively lead to substantial financial and temporal setbacks in road construction. The aim is to identify and measure the primary social and geological hazards, evaluate their influence on project finances and timelines, and provide solutions to mitigate their impact. Methods employed include a mixed-methods approach, integrating quantitative survey data from 381 industry professionals with qualitative insights from detailed case studies. Structural equation modeling was used to analyze the data collected from Jordan's road construction experts. The main findings reveal that social interactions and unexpected subsoil conditions are major contributors to cost and schedule overruns. Specifically, the study found that community resistance led to a 15% increase in project costs and a 20% extension in project timelines. Unforeseen soil conditions accounted for a 25% increase in costs and a 30% delay in project completion. Recommendations and future directions emphasize the necessity of comprehensive risk assessments at the project's outset and the implementation of advanced risk management strategies tailored to Jordan's specific conditions. These measures are expected to improve the success rates of road-building projects and ensure better adherence to budgets and timelines.
