Stimulating public infrastructure investments through privately financed projects : A case of BOT contracts for Water Sector in Jordan

Investment in the water sector of Jordan is considered a priority by the government, and the target of the government is to provide services to the citizens with the best possible monthly fees. Because infrastructure projects require high investments to be implemented, governments prioritize financial support for these projects, and one method of financing these projects is through partnerships with the private sector. This research aims to develop a framework that stimulates privately financed investments in water sector projects in Jordan that are implemented on a Build-Operat-Transfer basis. To achieve the objectives of this research, a mixed methodology is used; the qualitative method is used by studying the previous researches and comparing the international practices with the Jordanian ones to get the knowledge gap; after that, interviews with experts in the field of the research have been conducted; then, modifications to the existing framework of partnerships between the public and private sectors have been suggested to reach the target of this research; and a quantitative method has been used to evaluate and validate the proposed framework. The main findings of the research were identifying the main factors responsible for stimulating the investment in Build-Operate-Transfer contracts in the water sector, and a modified framework has been prepared in such a manner that the target of the research was reached. Some changes to the current regulations must be considered to increase the incentive for investors to invest in this sector.
