The restructuring aims to determine the appropriate number and the appropriate distribution of job titles depending on the responsibilities and duties assigned to each person individually and the volume of work to be accomplished. The results include three types: the first: reducing the number of employees and redistributing them to solve the problem of disguised unemployment, second: increasing the number of employees and redistributing them to solve the problem The problem of delays in completing transactions, and third: maintaining the number of employees and redistributing them in order to solve the problem of administrative slack.
Here, for restructuring, the construction department was studied, which is one of the four departments of the road directorates of the Greater Amman Municipality. It is found that the number of employees was based on the workload expected by the decision maker depending on the experience, but without looking at the size of the change in the department in terms of overlapping functional tasks, preparing unexpected work, and administrative changes. The problem is caused by lack of distribution in the number of manpower working for it, which making negates effects on performing job tasks required to be completed. The restructuring is based on intuitionistic fuzzy linear programming to determine the appropriate number of human resources to obtain the optimization solution of completed work.
The importance of the problem is restructuring the employee to solve the problem of disguised unemployment and to completing tasks by doing a mathematical equation that can find an optimal distribution of the manpower. The finding of a mathematical model will be produced to find an optimal solution by the Fuzzy Linear Programming Problem. This is done by determining the existing workforce whose values are taken from previous years and by introducing this as restrictions on the mathematical equations. In addition, to determine the overall work tasks by finding the average of the total work tasks for the previous years.
