Construction projects have exceptional importance around the world as they are concerned with infrastructure projects that have a direct connection to providing services to people, which makes managing this type of project difficult and requires a lot of planning to reach effective management. The quantity surveying (QS) process is considered one of the most important stages in project management in all its stages. Therefore, the focus in this research is on the QS process and reaching the effectiveness of this stage. The current reality of the QS process was studied for the purpose of evaluating it and finding out the defects in it for the purpose of treating it. The survey was conducted with a questionnaire survey of a study sample consisting of 134 engineers working in the civil and engineering projects sector who have good experience in the traditional quantitative survey process as well as the use of new technologies, especially Building Information Modeling (BIM). The results of the questionnaire showed that there are real problems in the lack of coordination between the project parties and the failure to link the plans with the bills of quantities, which made the possibility of error very large. Based on that, two study cases were selected, one in Jordan conducted by the traditional method of QS and the second was in the Kingdom of Saudi Arabia which is used BIM tool. The comparisons were made depending on the selection of a number of criteria, including the availability of data, as well as the accuracy of the data and the possibility of modification, in addition to the possibility of classifying and aggregating them. Finally, the second questionnaire in online survey form was conducted by select experts for many countries that have the experience in QS process to establish the procedures for solving the defects and effective management and formulate the Final Framework.
